racism. >> paul: and one point, michael bloomberg, independently wealthy, planning and shown in the past election and maybe more so this time, to put tens of millions of dollars on behalf of gun control against candidates, couldn't this challenge the national rifle association, its influence? >> it's ironic that bloom berg is doing that. when you compare new york city to chicago, which is headed for a record number of homicides, new york city recorded the lowest homicides since 1960 ace, that's effective policing by the new york police department. and if michael bloomberg would put more into policing, chicago, st. louis, it would be better spent. >> paul: it's a challenge for the nra political clout. we'll see who wins. >> as president obama prepares to be sworn for for his second term, what is he hoping to accomplish? we know that guns are on the agenda, but from immigration to debt reduction is compromise the name of his game or taking back the house in 2014 his real priority. >> they have a particular vision about what government should and should not do. so they're suspicious about

to take you to baltimore now, it is the johns hopkins summit on gun control. mayor michael bloomberg is speaking. >> including private sales at gun shows and online. these private sales now account for more than 40% of all gun sales nationally, which means that in 2012 alone, there were more than 6 million gun sales that happened with no background checks. many of those guns, being sold are handguns which are used in about 90% of all firearms murders. and across the united states, more than 80% of gun owners and more than 90% of americans support requiring background checks for all gun sales. so there's really no debate here, it's common sense. we have laws on the books that require background checks when dealers sell guns, it's time for the president and congress to make that the law of the land for all sales. 40% where the law does not apply means the law is basically a sham. second, congress should make gun trafficking a federal crime n new york city, 85% of the weapons that we recover from crime scenes come from out of state sources but federal laws designed to curtail sales of a

michael bloomberg. they're raising a lot of money. one thing i want to point out is that gabby giffords' new group, the americans for responsible solutions has gotten a $1 million donation from a couple in texas and trial lawyers there who were politically active. do you think this type of money and this type of support can beat the nra at its own game? >> i don't think it's a matter of plague partisan politics or anti-nra. i think every american wants to make sure that we have schools that are safe and that our kids are protected no matter what and any cause, and i don't think it's a matter of liberal, moderate or conservative in this matter because it's about human beings and about americans because american lives are at rick. if any of these groups can find a way for the violence to top taking place and the loss of life of young people in schools that's a good thing and i think everybody would be happy and support it because we all want to see it end. >> so that's your approach and someone who from the right has their perspective, but i want to play for everybody what the nra, presid

, there has been a diminishing of violent gun crime. your concern was crime, and if you were michael bloomberg, you would say, this seems to work. there is no empirical evidence to convince anybody because it is not about crime and these things. it is about your view of fire arms and your view of the second amendment and your view of whether individuals should have a right to own firearms and protect themselves. it is much more difficult than what we might think if we were just sitting down and having an empirical discussion about what to do about criminals. >> the second amendment says that a well regulated -- the right to bear arms. what is your view of the first clause? >> the same as the supreme court's view. in those days, the militiamen to everybody. it did not mean organized groups. the part of the second amendment was the rest of it, the supreme court finding. there was a revisionist attempt in the 1970's to say this does not protect individual gun ownership. that was the pitch they attempted to make that there is no individual right to keep theiand bear arms. >> the background check i
